Google have been busy again...
Penguin 3.0 was released around the 17th October and Google confirmed that the roll out was completed on the 20th Oct.

Why will I see an improvement?
If you were caught by Penguin in the past you have to wait for the next release to see if you have done what Google wanted to rectify your SEO. 2.1 - 3.0 was just over a years wait!
